6And among the cities which ye shall give unto the Levites there shall be six cities for refuge, which ye shall appoint for the manslayer, that he may flee thither: and to them ye shall add forty and two cities.

7So all the cities which ye shall give to the Levites shall be forty and eight cities: them shall ye give with their suburbs.

8And the cities which ye shall give shall be of the possession of the children of Israel: from them that have many ye shall give many; but from them that have few ye shall give few: every one shall give of his cities unto the Levites according to his inheritance which he inheriteth.

9And the Lord spake unto Moses, saying,

10Speak unto the children of Israel, and say unto them, When ye be come over Jordan into the land of Canaan;

11Then ye shall appoint you cities to be cities of refuge for you; that the slayer may flee thither, which killeth any person at unawares.

12And they shall be unto you cities for refuge from the avenger; that the manslayer die not, until he stand before the congregation in judgment.

13And of these cities which ye shall give six cities shall ye have for refuge.

14Ye shall give three cities on this side Jordan, and three cities shall ye give in the land of Canaan, which shall be cities of refuge.

15These six cities shall be a refuge, both for the children of Israel, and for the stranger, and for the sojourner among them: that every one that killeth any person unawares may flee thither.

16And if he smite him with an instrument of iron, so that he die, he is a murderer: the murderer shall surely be put to death.

17And if he smite him with throwing a stone, wherewith he may die, and he die, he is a murderer: the murderer shall surely be put to death.

18Or if he smite him with an hand weapon of wood, wherewith he may die, and he die, he is a murderer: the murderer shall surely be put to death.

19The revenger of blood himself shall slay the murderer: when he meeteth him, he shall slay him.

20But if he thrust him of hatred, or hurl at him by laying of wait, that he die;

21Or in enmity smite him with his hand, that he die: he that smote him shall surely be put to death; for he is a murderer: the revenger of blood shall slay the murderer, when he meeteth him.

22But if he thrust him suddenly without enmity, or have cast upon him any thing without laying of wait,

23Or with any stone, wherewith a man may die, seeing him not, and cast it upon him, that he die, and was not his enemy, neither sought his harm:

24Then the congregation shall judge between the slayer and the revenger of blood according to these judgments:

25And the congregation shall deliver the slayer out of the hand of the revenger of blood, and the congregation shall restore him to the city of his refuge, whither he was fled: and he shall abide in it unto the death of the high priest, which was anointed with the holy oil.

26But if the slayer shall at any time come without the border of the city of his refuge, whither he was fled;

27And the revenger of blood find him without the borders of the city of his refuge, and the revenger of blood kill the slayer; he shall not be guilty of blood:

28Because he should have remained in the city of his refuge until the death of the high priest: but after the death of the high priest the slayer shall return into the land of his possession.

29So these things shall be for a statute of judgment unto you throughout your generations in all your dwellings.

30Whoso killeth any person, the murderer shall be put to death by the mouth of witnesses: but one witness shall not testify against any person to cause him to die.

31Moreover ye shall take no satisfaction for the life of a murderer, which is guilty of death: but he shall be surely put to death.

32And ye shall take no satisfaction for him that is fled to the city of his refuge, that he should come again to dwell in the land, until the death of the priest.

33So ye shall not pollute the land wherein ye are: for blood it defileth the land: and the land cannot be cleansed of the blood that is shed therein, but by the blood of him that shed it.

34Defile not therefore the land which ye shall inhabit, wherein I dwell: for I the Lord dwell among the children of Israel.

6“The cities that you give to the Levites shall be (A)the six cities of refuge, where you shall permit the manslayer to flee, and in addition to them you shall give forty-two cities. 7All the cities that you give to the Levites shall be (B)forty-eight, with their pasturelands. 8And as for the cities that you shall give (C)from the possession of the people of Israel, (D)from the larger tribes you shall take many, and from the smaller tribes you shall take few; each, in proportion to the inheritance that it inherits, shall give of its cities to the Levites.”

Cities of Refuge

9And the Lord spoke to Moses, saying, 10“Speak to the people of Israel and say to them, (E)When you cross the Jordan into the land of Canaan, 11(F)then you shall select cities to be cities of refuge for you, that the manslayer who kills any person without intent may flee there. 12The cities shall be for you a refuge from the avenger, that the manslayer may not die until he stands before the congregation for judgment. 13And the cities that you give shall be your (G)six cities of refuge. 14(H)You shall give three cities beyond the Jordan, and three cities in the land of Canaan, to be cities of refuge. 15These six cities shall be for refuge for the people of Israel, and (I)for the stranger and for the sojourner among them, that anyone who kills any person without intent may flee there.

16(J)“But if he struck him down with an iron object, so that he died, he is a murderer. The murderer shall be put to death. 17And if he struck him down with a stone tool that could cause death, and he died, he is a murderer. The murderer shall be put to death. 18Or if he struck him down with a wooden tool that could cause death, and he died, he is a murderer. The murderer shall be put to death. 19(K)The avenger of blood shall himself put the murderer to death; when he meets him, he shall put him to death. 20And if he pushed him out of hatred or hurled something at him, (L)lying in wait, so that he died, 21or in enmity struck him down with his hand, so that he died, then he who struck the blow shall be put to death. He is a murderer. (M)The avenger of blood shall put the murderer to death when he meets him.

22“But if he pushed him suddenly without enmity, or hurled anything on him (N)without lying in wait 23or used a stone that could cause death, and without seeing him dropped it on him, so that he died, though he was not his enemy and did not seek his harm, 24then (O)the congregation shall judge between the manslayer and (P)the avenger of blood, in accordance with these rules. 25And the congregation shall rescue the manslayer from the hand of the avenger of blood, and the congregation shall restore him to his city of refuge to which he had fled, and he shall live in it (Q)until the death of the high priest (R)who was anointed with the holy oil. 26But if the manslayer shall at any time go beyond the boundaries of his city of refuge to which he fled, 27and (S)the avenger of blood finds him outside the boundaries of his city of refuge, and the avenger of blood kills the manslayer, he shall not be guilty of blood. 28For he must remain in his city of refuge (T)until the death of the high priest, but after the death of the high priest the manslayer may return to the land of his possession. 29And these things shall be for (U)a statute and rule for you throughout your generations in all your dwelling places.

30“If anyone kills a person, the murderer shall be put to death on the (V)evidence of witnesses. But no person shall be put to death on the testimony of one witness. 31Moreover, you shall accept no ransom for the life of a murderer, who is guilty of death, but he shall be put to death. 32And you shall accept no ransom for him who has fled to his city of refuge, that he may return to dwell in the land before the death of the high priest. 33You shall not (W)pollute the land in which you live, for blood (X)pollutes the land, and no atonement can be made for the land for the blood that is shed in it, except (Y)by the blood of the one who shed it. 34(Z)You shall not defile the land in which you live, in the midst of which I dwell, (AA)for I the Lord dwell in the midst of the people of Israel.”

42That the slayer might flee thither, which should kill his neighbour unawares, and hated him not in times past; and that fleeing unto one of these cities he might live:

43Namely, Bezer in the wilderness, in the plain country, of the Reubenites; and Ramoth in Gilead, of the Gadites; and Golan in Bashan, of the Manassites.

19When the Lord thy God hath cut off the nations, whose land the Lord thy God giveth thee, and thou succeedest them, and dwellest in their cities, and in their houses;

2Thou shalt separate three cities for thee in the midst of thy land, which the Lord thy God giveth thee to possess it.

3Thou shalt prepare thee a way, and divide the coasts of thy land, which the Lord thy God giveth thee to inherit, into three parts, that every slayer may flee thither.

4And this is the case of the slayer, which shall flee thither, that he may live: Whoso killeth his neighbour ignorantly, whom he hated not in time past;

5As when a man goeth into the wood with his neighbour to hew wood, and his hand fetcheth a stroke with the axe to cut down the tree, and the head slippeth from the helve, and lighteth upon his neighbour, that he die; he shall flee unto one of those cities, and live:

6Lest the avenger of the blood pursue the slayer, while his heart is hot, and overtake him, because the way is long, and slay him; whereas he was not worthy of death, inasmuch as he hated him not in time past.

7Wherefore I command thee, saying, Thou shalt separate three cities for thee.

8And if the Lord thy God enlarge thy coast, as he hath sworn unto thy fathers, and give thee all the land which he promised to give unto thy fathers;

9If thou shalt keep all these commandments to do them, which I command thee this day, to love the Lord thy God, and to walk ever in his ways; then shalt thou add three cities more for thee, beside these three:

10That innocent blood be not shed in thy land, which the Lord thy God giveth thee for an inheritance, and so blood be upon thee.

11But if any man hate his neighbour, and lie in wait for him, and rise up against him, and smite him mortally that he die, and fleeth into one of these cities:

12Then the elders of his city shall send and fetch him thence, and deliver him into the hand of the avenger of blood, that he may die.

13Thine eye shall not pity him, but thou shalt put away the guilt of innocent blood from Israel, that it may go well with thee.

Laws Concerning Cities of Refuge

19“When (A)the Lord your God cuts off the nations whose land the Lord your God is giving you, and you dispossess them and dwell in their cities and in their houses, 2(B)you shall set apart three cities for yourselves in the land that the Lord your God is giving you to possess. 3You shall measure the distances[a] and divide into three parts the area of the land that the Lord your God gives you as a possession, so that any manslayer can flee to them.

4“This is the provision for (C)the manslayer, who by fleeing there may save his life. If anyone kills his neighbor unintentionally without having hated him in the past— 5as when someone goes into the forest with his neighbor to cut wood, and his hand swings the axe to cut down a tree, and the head slips from the handle and strikes his neighbor so that he dies—he may flee to one of these cities and live, 6lest (D)the avenger of blood in hot anger pursue the manslayer and overtake him, because the way is long, and strike him fatally, though the man did not deserve to die, since he had not hated his neighbor in the past. 7Therefore I command you, You shall set apart three cities. 8(E)And if the Lord your God enlarges your territory, (F)as he has sworn to your fathers, and (G)gives you all the land that he promised to give to your fathers— 9provided you are careful to keep all this commandment, which I command you today, by loving the Lord your God and by walking ever in his ways—(H)then you shall add three other cities to these three, 10lest innocent blood be shed in your land that the Lord your God is giving you for an inheritance, and so the guilt of bloodshed be upon you.

11“But if anyone hates his neighbor and lies in wait for him and attacks him (I)and strikes him fatally so that he dies, and he flees into one of these cities, 12then the elders of his city shall send and take him from there, and hand him over to the avenger of blood, so that he may die. 13(J)Your eye shall not pity him, (K)but you shall purge the guilt of innocent blood[b] from Israel, so that it may be well with you.
